To ensure that each federal institution administers its official languages program effectively.
It is government policy that, in accordance with the Official Languages Act, each federal institution is responsible for meeting its official languages objectives.
This policy applies to all federal institutions other than the Senate, the House of Commons and the Library of Parliament, and to any other organization when an act or another legal instrument so stipulates it.
Each institution must:
1. ensure, when preparing internal policies and procedures, that they are consistent with Treasury Board official languages policies;
2. have a responsibility centre for handling official languages matters in order to:
3. inform its employees about the official languages policies, in particular:
4. ensure, within the institution's global objectives, the accountability of its managers for implementing of its policies on service to the public, language of work and participation;
5. manage its support mechanisms (e.g., language training and translation) efficiently and effectively and put into place the appropriate monitoring systems; and
6. provide Treasury Board with the information it requires to fulfill its mandate to provide general direction and coordination of the official languages program in federal institutions.
The Treasury Board Secretariat will ensure that this policy is implemented through:
