Outcome Management Guide and Tools

Outcome Management is a strategic approach to ensure that initiatives are designed around departmental and government outcomes and that the intended outcomes are achieved. As Project Management deals with the processes necessary to deliver a capability and/or product within a pre-established time frame and budget, Outcome Management focuses on the processes needed to realize the benefits of each initiative.

A number of projects within the Government On-Line (GOL) Initiative used Outcome Management techniques. GOL produced two reports and a presentation based on the experiences of these projects:

Outcome Management Guide and Tools

Outcome Management: Lessons Learned and Best Practices

Benefits Realization: Government of Canada Approach (presentation)

The Chief Information Officer Branch (CIOB) of TBS is currently exploring ways to enhance the Outcome Management Guide and Tools and to integrate this approach within the project lifecycle for IT-enabled business projects.
