Action Plan
In FY 2014/2015, as funding allows, the plan is to excavate contaminated soil, disposal of said soil at an appropriate facility, confirmatory sampling of excavation, backfill with clean soil, and repair of municipal roadway, as the plume extends underneath. No work completed in 2014/2015. Plan to continue this plan by 2016/2017. FY 16-17 data gap analysis, remedial action plan, class A cost estimate and specifications completed. Cost was $75,000 for consultant and $25,000 for PSPC fees. Remediation expected to occur in FY 17-18. Work undertaken in FY17/18 includes removal of most contaminated soil and risk management of remaining volume.n FY 18/19 additional work comprised re-sampling of the previously installed monitoring wells for trend analysis input, installation of one additional monitoring well that was removed during the remediation work last season, and reporting There was follow-on monitoring of the installed ground water monitoring wells this season for data and trend analysis, along with an updated risk assessment and recommendations report. All investigation and monitoring at the sites has concluded as the final risk statement recommends that the sites could be disposed of with disclosure and mitigation controls; specifically, that there is no immediate risk to human health or the environment, and that site disturbance/construction should be excluded from the small area where impacts remain at depth. It is expected that these remaining impacts will naturally attenuate over time. Expenditures at each site for 2019-20 FY are as below: Lot 527 (R.015993.596): $24,931.92 Disbursement (consultant), $8500 Labour (PSPC fee). Lot 528 (R.015993.597): $24,931.92 Disbursement (consultant), $8500 Labour (PSPC fee). It is expected that there will be decommissioning of the groundwater monitoring wells for FY 2020-21, with an estimated cost of $10,000 Disbursement (contractor), $8500 Labour (PSPC fee). Closing liability is recorded as $0 as the costs to 'risk manage' a site should not be recorded as a liability unless the costs are directly related to reducing or removing the contaminant. Costs incurred to ensure the contaminant remains at an acceptable level or remains contained at the site are considered regular, ongoing operating costs required to manage the site. No futher remediation (reduction of contamination) at site is planned other than to continue on with risk management. In this situation, due to the fact that the government does not expect to and it is very unlikely the government will be forced to carry out additional remediation on the site it is not expected that future economic benefits will be given up. As a result, not all of the criteria under paragraph PS 3260.08 are met and therefore the government would not recognize a liability for remediation
