This plan will meet the requirements of the Federal Accountability Act and the Treasury Board Secretariat Evaluation Policy. Canadian Nuclear Safety Commission



Evaluations

The CNSC plans to develop a risk-based Evaluation Plan that outlines the activities that will be evaluated for the period 2009-10 to 2011-12. The plan will be based on current capacity of the CNSC’s evaluation function, risk assessments of proposed evaluation projects, and management responses and action plans for prior evaluations for follow up.  The plan will be reviewed and updated annually.  Projects undertaken will depend on factors such as resources available to the evaluation function, the scope and complexity of projects, and the CNSC’s emerging issues and priorities. The evaluation plan will be posted on the CNSC’s Web site upon approval by the CNSC’s Evaluation Committee.

Evaluations
FINTRAC is participating in the summative evaluation of the AML/ATF Initiative with all other funded partners, led by the Department of Finance. The Report is due in the Spring of 2010.

FINTRAC is expecting the report from the first examination by the Office of the Privacy Commissioner of Canada (OPC), mandated by the PCMLTFA. The objectives of the audit are:

  • To assess the extent to which the personal information management policies and practices of FINTRAC are in compliance with the fair information principles embodied in sections 4 through 8 of the Privacy Act.
  • To assess the adequacy of the controls and measures in place to safeguard FINTRAC's personal information holdings.

FINTRAC will continue to work collaboratively with the OPC and looks forward to any recommendations from the examination report.

Upcoming Evaluations (Next three fiscal years)

The following table lists the evaluations outlined in the Indian and Northern Affairs Evaluation Plan 2008-2009 to 2012-2013. To ensure compliance with Treasury Board policies, the plan reflects strategic, risk-based coverage of INAC’s programs and operations.

The recently completed evaluation of the 1996 On-Reserve Housing Policy led to a comprehensive review headed by INAC and CMHC — with the cooperation of First Nations communities and their leaders — of all on-reserve housing programs.

The formative evaluation of the Strategic Investment in Northern Economic Development and Governance identified a continued need for the program as well as gaps in monitoring and reporting outcomes. Evaluation recommendations, when implemented, will increase program effectiveness and strengthen accountability for results.

The evaluation of INAC’s Contaminated Sites Management Policy found that, while INAC will not meet the Federal Contaminated Sites Action Plan (FCSAP) 2020 target for eliminating known liabilities, the department’s programs are increasing stakeholder confidence that the Government of Canada has demonstrated responsible long-term Management of federal contaminated sites and is continuing to protect the future. Furthermore, the evaluation found that the programming has accrued social and economic benefits for Aboriginal people and for Northerners.

The Northern component of the program has been particularly successful. For example, it has leveraged FCSAP funding significantly. As the Southern component of the program — the Contaminated Sites Management Program — was found to be less effective, it is now undergoing a fundamental review to improve program Management and performance.

INAC will assess the effectiveness of the evaluation function using the performance indicators proposed in the Management Accountability Framework, namely: quality, neutrality, coverage of INAC programs, and relevance to policy and program design.

Table 7: Evaluations

Infrastructure Canada’s Evaluation Plan for 2007-08 to 2010-11, approved by the departmental Evaluation Advisory Committee, is summarized in the table below. The three year plan is in process of being updated to include evaluation studies for the fiscal year 2011-12.

To date in 2008-09, the departmental Evaluation Services is engaged in evaluating five programs within Infrastructure Canada including the following: Canada Strategic Infrastructure Fund (CSIF), Border Infrastructure Fund (BIF), Infrastructure Canada Program (ICP) and its First Nations component (ICP-FN), Gas Tax Fund (GTF) and Public Transit Fund (PTF). Evaluations for three programs (CSIF, BIF and ICP-FN) are in final draft stage, running the course of internal approval processes. As such, findings and conclusions have been drafted. All three studies have concluded that programs were well-designed, managed, and delivered. Regarding program success, from a qualitative standpoint and based on available quantified measures of substantive program benefits, there is evidence of the achievement of immediate and intermediate outcomes of programs. With regards to program cost-effectiveness, a series of qualitative measures portrayed programs as cost-effective.

Despite an overall positive message about the findings of these evaluations, there are some weaknesses concerning the management of these programs that, if improved, would ensure even greater program efficiency with respect to design, delivery, success and cost-effectiveness. Action plans are in process of completion for approval by the Departmental Evaluation Committee.

The PSC plans to update its rolling Five-Year Internal Evaluation Plan to take into consideration emerging issues and priorities and also to show progress towards increased evaluation coverage. Once approved, the Plan will be strategically integrated into the organization's overall management activities and will support decision-making with the generation of timely, strategically focussed, objective and evidence-based information on the performance of PSC's policies, programs and initiatives as an organization. Proposed evaluation studies include Second Language Assessment, the PSC commitment to building a model organization in HR, the Recruitment and Assessment Services Transformation and Communications and Parliamentary Affairs.

2. Information management, security and confidentiality To examine information management practices, including aspects relating to filing, security and confidentiality, and assess the extent to which important decisions are documented, and information is accessible, reliable, useful and protected.

The scope of assessment includes all operational and functional areas within the PSST and will assess both paper and electronic document management.

3. Performance management To examine performance management practices, and assess the extent to which performance objectives, commitments, agreements, indicators and standards are aligned, and data collection methods provide reliable information for making decisions and reporting performance.

The scope of assessment includes performance agreements and departmental performance reports as well as services standards and client satisfaction measures.

4. Human resources management To examine human resource management activities, and assess practices and processes for ensuring that a qualified and productive workforce is available and managed in accordance with applicable central agency policies and guidelines.

Evaluations
As described in Section I, Statistics Canada has a unique system of ongoing evaluation of all its statistical and corporate services programs. Each group at Statistics Canada prepares a thorough quadrennial program review that identifies accomplishments, challenges and future priorities along with users’ satisfaction of services provided. Veterans Affairs Canada



Table 7: Evaluations

Veterans Affairs Canada develops its annual audit and evaluation plan using a risk-based approach. The current plan was approved on May 22, 2008 by the Deputy Minister at the recommendation of the Audit and Evaluation Committee. The intent of the audit and evaluation plan is to ensure projects are clearly aligned with Veterans Affairs Canada's Five-year Strategic Plan, Program Activity Architecture, and Management Accountability Framework. The Department undertakes audit and evaluation projects that are deemed the highest risk. To focus attention on those areas where use of the available resources would best achieve the objectives of audit and evaluation, the following criteria are considered during project selection: materiality; likelihood; complexity; and sensitivity/reputation. During the ranking of the proposed engagements, consultations are held with senior managers, program managers and audit and evaluation staff. Findings and recommendations of previous audits, evaluations and reviews, as well as the extent of follow-up and corrective action taken by management are also used to assess potential projects. Evaluation schedules are compared with those of the Office of the Comptroller General in order to prevent overlapping visits and undue interference with operations. Consultation with partners is conducted on an ongoing basis.

The long range plan attempts to provide some balance, so that some functions, activities and organizational entities are covered annually through cyclical projects (e.g., Organizational Governance and Residential Care). Follow-up to findings also contribute to current and future year planning. The plan has some flexibility to allow for requests from management for special studies demanded by unforeseeable circumstances, from central agencies for the Transfer Policy requirements, and for follow-up reviews on the actions taken on recommendations.

The current Audit and Evaluation Plan covers initiatives planned up to 2010-2011. However, it is important to note that the Audit and Evaluation Plan is re-evaluated on an annual basis, and beginning in 2009-2010 a separate Evaluation Plan will be developed. This plan will be presented to the Departmental Evaluation Committee for review and recommendation. The Audit and Evaluation committee held its last meeting in May 22, 2008 and has been replaced by two separate committees, the Departmental Evaluation Committee and the Departmental Audit Committee.
